This should be qualified for circumstances where a "complete TDP" are not required. Recommended change: Change to read "Vendor shall prepare and submit a TDP to the test lab. TDP must include all necessary documents required to estimate and plan the engagement." Rationale: The re-submittal and review of a "complete TDP" is rarely required. Only a subset of the full system TDP is needed for most engagements.
