Comment :  "The vendor shall provide the NSRL or other EAC designated repository with a copy of all third party software."

Comment:

Section I-6.4.4.11 requires the vendor to provide all 3rd-party software to the NSRL.  In most cases such 3rd-party software is intellectual property of said 3rd-party.  It should be submitted to the NSRL by its owner.
