Comment :  " … then the verification software shall use a FIPS 140-2 level 1 or higher validated cryptographic module."

Comment:

The requirement for FIPS 140-2 in I-6.4.6.3.2 will force the preponderance of existing voting devices into obsolescence.  This is an extreme hardship for the jurisdictions that would be required to replace all such equipment.
