Comment: I-6.8.5.3 : There is potential conflict with this requirement and 6.8.3.2 & 6.8.3.3 (see 6.8.3.3 comment).  The discussion suggests a minimum number of voters of a language use the terminal.  There is no assurance that more than even 1 person of an alternate language will vote at a polling place.  Is always printing in dual language with the second language randomly selected unless chosen by the voter an option?
