The Guidelines do not impose any kind of paper trail requirement. Vol. I, §6.8 mentions VVPAT, but it is entirely optional. Some kind of voter-verified paper trail requirement, preferably voter-verified paper ballot ("VVPB"), should be mandatory. Though VVPB does not remedy e-voting's many transparency and security shortcomings, it does permit voters directly to determine whether the human-readable portion of their ballot actually reflects their choices, and it does allow for the possibility of meaningful manual recounts.
