PLAN-Boulder County Board Minutes 2000-08-07 - draft Present: Neal, Claire, Joni, Linda, Sara, Charlie, Matt, Jeanette, Ricky, Pat, Janet, Bruce, Jane. Guests: Al Bartlett, Joe de Raismes, Ron Secrist. Treasurer's report: $4750 opening balance, $4699.90 ending balance. Guy Erickson volunteered to help with the PBC oral history project. Motion to approve the July minutes with one typo: Linda/Jeanette. Approved unanimously. We discussed the City's draft Blue Line amendment which says that in addition to the grandfathered sites at Betasso and Lakewood Reservoir, water may be supplied for firefighting purposes at up to three locations on the Lakewood Pipeline. Motion: PLAN Boulder recommends the following changes to the draft amendment. The additional water supply should be subject to these restrictions. No distribution or storage of water should be permitted beyond 5000 gallons of storage at the location of withdrawal. Withdrawal at must be at the time of use (but putting in a truck is use). Withdrawal may only be made by fire fighting districts or departments, city, sheriff, fire districts, and the US Forest Service. Motion passed 11-2, with Ricky and Jane in opposition. Janet moved that it is the sense of the board that we are reserving judgment on whether to support any resulting ballot issue until we see the final text. Sara seconded. Approved 12-1 with Ricky opposed. Motion on PBC' Position on CDOT draft 2020 transportation plan, based on the email from Bruce and Sara. Linda/Jeanette, unanimous approval, with the understanding that they would add some language on the fiscal irresponsibility of the plan. We discussed the revision of the general policy statements and comments via email from Joni. After some additional comments on the confusion of urban sprawl with growth, Janet agreed the committee will make all changes except Joni's additions to housing and send it out for the September meeting when we would revisit housing composition, population and sprawl. The board asked that Bruce represent us on the trails review group of the City's Department of Open Space and Mountain Parks. The board welcomed Kurt Gerstle's offer to be an observer at county planning commission and county commission meetings. We're looking for someone to follow the transportation issues at the Foothills parkway and Arapahoe interchange. It is a possible topic for last Friday meeting in Oct. The next board meeting will be Sept 11.
